The aim of the Land Commission was to purchase land for public goods such as housing or shopping redevelopment ( compulsorily, if the need arose ), and investigated the planning needs of a particular area in conjunction with the Ministry of Housing and some planning authorities to see if any land in any particular area would be needed for such developmental schemes.

Although the Land Commission purchased substantial quantities of land, it did not become the dominant influence in the land market that the government had hoped for.

California Senator William M. Gwin's Act of March 3, 1851 created the Public Land Commission, whose purpose was to determine the validity of Spanish and Mexican land grants in California.

Murdo Mackenzie ( April 24, 1850 near Tain, Ross-shire, Scotland – May 30, 1939 in Denver, Colorado ) was twice ( 1891-1901 and 1922-1937 ) manager of the Scots-owned Matador Land and Cattle Company, and founding president of the American Stock Growers Association, for whom he testified before congress and the Interstate Commerce Commission.

Irish land holdings underwent further massive change in the period 1880s-1930s when a series of Land Acts-by the creation of the Irish Land Commission and Congested Districts Board for Ireland-broke up the previous large estates from which tenant farmers rented property and who were empowered by British and ( later ) Irish government grants and loans to buy their farms instead of renting them.
