Leslie Cornelius Arends ( September 27, 1895 – July 17, 1985 ) was a Republican statesman from Illinois.

Born in Melvin, Illinois, Arends was the youngest of 10 children born to George Teis Arends and Talea ( née Weiss ) Arends.

Arends was the longest-serving whip in U. S. House of Representatives history, ranking second in the party in the House.

Leopold Alexander Friedrich Arends ( 4 December 1817 in Rukiškis, Vilna Governorate ( now Anykščiai district of Lithuania ) – 22 December 1882, Berlin ) was a German stenographer and inventor of a system of stenography extensively used on the Continent, especially in Sweden.

President Gerald Ford visited Ford County on October 24, 1974, on the occasion of the retirement of Congressman Leslie C. Arends of Melvin who served in congress for 40 years, including over 30 years as Republican Minority Whip.

Others who were influenced by Norman include American CCM musician Steve Camp, who co-wrote " If I Were a Singer " with Norman, which appeared on Camp's 1978 debut album, Sayin ' It with Love, who describes Norman as his mentor, and with whom he lived for several months learning the craft of songwriting ; Canadian CCM musician Carolyn Arends.
