Luis Alberto Lacalle de Herrera (, known as Cuqui ( born July 13, 1941 ) is a Uruguayan lawyer and politician who served as President of Uruguay from 1990 to 1995.

Lacalle is a member of the Club of Madrid and he is Member of the Board of the Public Affairs Committee of the Jerusalem Summit.

In March 1993, Renovación y Victoria abandoned the coalition government of Lacalle, although Aguirre remained as vice-president ( the vice president in Uruguay is elected by the people for a fixed five year term ).

His mother, María Hortensia de Herrera de Lacalle, was the daughter of the Blanco political leader Luis Alberto de Herrera, after whom Lacalle was named.

In March 1994, Aguirre was chosen by his faction to be a presidential candidate in the November 1994 elections, but in early October of that year he renounced his candidacy after Julio María Sanguinetti, former President and candidate of the Foro Batllista faction of the Colorado Party, alleged that his candidacy was incompatible ( in Uruguay, the vice-president may not occupy the presidency, even interimly, three months before the general elections, and Aguirre had replaced Lacalle in August when the President had gone on a visit abroad ).

The National Party's Luis Alberto Lacalle won the 1989 presidential election and an amnesty for human rights abusers was endorsed by referendum.

In 1992, under the presidency of Luis Alberto Lacalle, the government attempted to privatize all its companies, following the neoliberal Washington Consensus.

Lacalle got the most votes within his party, defeating Carlos Julio Pereyra and Alberto Zumarán and thus was elected President of Uruguay, taking office on March 1, 1990 for a five year-term.
