The European Charter for Regional or Minority Languages ( ECRML ) is a European treaty ( CETS 148 ) adopted in 1992 under the auspices of the Council of Europe to protect and promote historical regional and minority languages in Europe.

Furthermore, Greek is officially recognized as a minority language in parts of Italy and Albania, as well as in Armenia, Romania and Ukraine as a regional or minority language in the framework of the European Charter for Regional or Minority Languages.

Likewise, the concept of tradition has been used to defend the preservation and reintroduction of minority languages such as Cornish under the auspices of the European Charter for Regional or Minority Languages.

Italy signed the European Charter for Regional or Minority Languages of 1991, but has not ratified it so far.

Several dialects of Low Saxon ( Nedersaksisch in Dutch ) are spoken in much of the north and east and are recognized by the Netherlands as regional languages according to the European Charter for Regional or Minority Languages.

Rusyn is listed as a protected language by the European Charter for Regional or Minority Languages in Slovakia, Serbia, Croatia and Romania.

Access to education in a minority language is also seen as a human right as granted by the European Convention on Human Rights and Fundamental Freedoms, the European Charter for Regional or Minority Languages and the UN Human Rights Committee.

The Council also promotes the European Charter for Regional or Minority Languages and the European Social Charter.

In Finland, Karelian has official status as a non-regional national minority language within the framework of the European Charter for Regional or Minority Languages.

Under the European Charter for Regional or Minority Languages, the UK Government has committed to the promotion of certain linguistic traditions.

Only in Europe is this exact definition ( probably ) provided by the European Charter for Regional or Minority Languages and by the Recommendation 1201 ( 1993 ) of the Parliamentary Assembly of the Council of Europe.
