Turnbull was Federal Treasurer of the Liberal Party and a member of the party's federal and New South Wales executives from 2002 to 2003 and was also a director of the Menzies Research Centre, the Liberal Party's research centre.

Announcing his cabinet reshuffle on 24 January 2006, the Prime Minister John Howard promoted Turnbull from the backbench to Parliamentary Secretary, with special responsibility for water.

At the 2010 federal election, Turnbull was re-elected with a swing of over 11 % and was subsequently brought back to the front bench as shadow communications minister.

Although Turnbull is a convert to Roman Catholicism, he has found himself at odds with the church's teaching on abortion and stem cell research.

The University of Glasgow was founded in 1451 AD by a charter or papal bull from Pope Nicholas V, at the suggestion of King James II, giving Bishop William Turnbull permission to add the university to the city's cathedral.

He does not appear to have inherited his father's taste for literature, which was " inherited " by at least two of his sisters ; but the foundation of the university of Glasgow during his reign, by Bishop Turnbull, shows that he encouraged learning ; and there are also traces of his endowments to St. Salvator's, the new college of Archbishop Kennedy at St Andrews.
