The Army was dissatisfied with the policies of Prime Minister Mitsumasa Yonai, who worked against an alliance with the German government and demanded Konoe's recall as Prime Minister.

On 23 June, Konoe resigned his position as Chairman of the Privy Council, and on 16 July 1940, the Yonai cabinet resigned and Konoe was appointed Prime Minister.

Lacking in support from either the military or the political parties, Abe was replaced by Mitsumasa Yonai in January 1940.

Yonai was born in Morioka city, Iwate Prefecture as the first son of an ex-samurai retainer of the Nambu clan of the Morioka Domain.

Yonai was promoted to rear admiral on December 1, 1925.

Yonai was forced to resign on 21 July 1940, largely due to pressure from the pro-Axis Imperial Japanese Army.

In the afternoon, they rushed a landing force to Shibaura and Tokyo from Yokosuka Naval District, whose commander in chief was Yonai Mitsumasa and chief of staff was Inoue Shigeyoshi.

On December 6, 1938, Prime Minister Fumimaro Konoe, Foreign Minister Hachirō Arita, Army Minister Seishirō Itagaki, Naval Minister Mitsumasa Yonai, and Finance Ministry Shigeaki Ikeda met to discuss the dilemma at the " Five Ministers ' Conference ", they made a decision of prohibiting the expulsion of the Jews in Japan, Manchuria, and China in accordance with the spirit of racial equality which Japan have insisted for many years.

Yonai served as Deputy Prime Minister and concurrently as Navy Minister again under the cabinet of Prime Minister Kuniaki Koiso from 22 July 1944, during which time he returned to the active duty roster from the reserve list.

Yonai remained Navy Minister in the cabinets of Prime Minister HIH Higashikuni Naruhiko and Prime Minister Kijūrō Shidehara from August 1945, during which time he presided over the final dissolution of the Imperial Japanese Navy.

He returned to the same post again from January – July 1940 under the Yonai administration.

As soon as 26 November 1945, MacArthur confirmed to admiral Mitsumasa Yonai that the emperor's abdication would not be necessary.

Lord Keeper of the Privy Seal ( 1940 ), he recommended to the Emperor that Fumimaro Konoe succeed Mitsumasa Yonai for a second term as Prime Minister of Japan.

Arita became Foreign Minister under the cabinet of Prime Minister Kōki Hirota in 1936, and continued to serve in that post under the administrations of Fumimaro Konoe and Kiichiro Hiranuma and Mitsumasa Yonai.

According to his interpreter Suichi Mizota, in March 1946 Bonner Fellers asked him to make Tōjō bear all responsibility for the Greater East Asia War After the war, Yonai devoted rest of his life to help to rebuild devastated Japan.

Yonai suffered from high blood pressure most of his life, but he died of pneumonia in 1948 at the age of 68.
