Joseph Hall, the second son ( 1607 – 1669 ), was registrar of Exeter Cathedral.

Joseph Chitty was educated at Eton College and Balliol College, Oxford, gaining a first-class in Literae Humaniores in 1851, and being afterwards elected to a fellowship at Exeter College.

His father, Joseph Hooker of Exeter, a member of the same family as the celebrated theologian Richard Hooker, devoted much of his time to the study of German literature and the cultivation of curious plants.

Excambion became USS John Penn ( APA-23 ), Excalibur became USS Joseph Hewes ( AP-50 ) and Exeter became USS Edward Rutledge ( AP-52 ).

The project was started in the summer of 2005 by Joseph F. Sahid, a graduate of the Phillips Exeter Academy and currently a sophomore at the University of Pennsylvania.
