In the 14th century, the county of Flanders reached its maximum size, and became the wealthiest part of the Seventeen Provinces.

In the sixteenth century, the Seventeen Provinces were the centre of free trade, imposing no exchange controls, and advocating the free movement of goods.

Thus a large part of the Netherlands ( known as the Seventeen Provinces ) stayed in the Habsburg patrimony.

The Pragmatic Sanction of 1549, issued by Charles V, established the Seventeen Provinces ( or Spanish Netherlands in its broad sense ) as an entity separate from the Empire and from France.

These territories formed an integral part of the Seventeen Provinces of the Netherlands as they were defined during the reign of Philip's son, Emperor Charles V, and passed to Charles's son, Philip II of Spain.

At the same time ( 1581 ), at the call of Elizabeth I of England, the north of the Seventeen Provinces, having gained a Protestant majority, successfully revolted and formed the United Provinces.

In 1528, the secular powers of the bishop over both Neder-and Oversticht – which included the city of Utrecht – were transferred to Charles V, Holy Roman Emperor, who became the Lord of the Seventeen Provinces ( the current Benelux and the northern parts of France ).

Their possessions can be renamed into the Burgundian Netherlands and the succeeding Habsburg Netherlands, also called the United Seventeen Provinces ( up to 1581 ), and later for the Southern parts as the Spanish Netherlands and Austrian Netherlands, whereas the northern parts formed the autonomous Dutch Republic.

At times they reached a form of unity as the United Seventeen Provinces in the 16th Century, and later the United Kingdom of the Netherlands in the 19th Century.

In the following century the " Low Countries " corresponded roughly to the Seventeen Provinces covered by the Pragmatic Sanction of 1549 of Holy Roman Emperor Charles V, which freed the provinces from their archaic feudal obligations.

Historically it had been a part of the Netherlands ( Seventeen Provinces or Burgundian Netherlands ), up to 1648, but Luxembourg was still a part of the discussions.

In 1549 Holy Roman Emperor Charles V issued the Pragmatic Sanction, which further unified the Seventeen Provinces under his rule.

In 1543, Gelderland became one of the Seventeen Provinces of the Habsburg Netherlands, though not one of the richer or more densely-populated provinces.
