On the night of 14 – 15 March 1939, Ribbentrop played a key role in the German annexation of the Czech part of Czecho-Slovakia by bullying the Czechoslovak President Hácha into transforming his country into a German protectorate at a meeting in the Reich Chancellery in Berlin.

On 15 March 1939, German troops occupied the Czech area of Czecho-Slovakia, which then became the Reich Protectorate of Bohemia and Moravia.

From 1939 onward he was one of the leaders of the Czech resistance.

Adolf Hitler redefined the term to mean the entire mountainous periphery of Czechoslovakia, and under that pretext, got his future enemies to concede the Czech defensive border in the 1938 Munich Agreement, leaving the remainder of Czechoslovakia shorn of its border fortifications and buffer zone, occupied by Germany in March 1939.

On 15 March 1939 Germans forced Czecho-Slovakia to split apart and the Czech lands were occupied by Nazis as the Protectorate of Bohemia and Moravia.

While in the past Norman's role in the transferring of Czech gold to the Nazi regime in March of 1939 was uncertain, careful investigation by historian David Blaazer into the Bank of England's internal memos has established that Norman knowingly authorized the transfer of Czech gold from Czechoslovakia's No. 2 account with the Bank of International Settlement to the No. 17 account, which Norman was aware was managed by the German Reichsbank.

In the fall of 1939, two months after the outbreak of World War II, Norman again supported transfers of Czech gold to Hitler's Germany.
